The article points out the connections between economic trends and population drain from Armenia. It is substantiated that development of hi-tech small and medium enterprises and relevant R&D and experimental design institutions is necessary and realistic, in order to solve the problem of population drain. These enterprises can develop only through direct government support, integration and cooperation within the EAEU framework, in particular with the Russian military-industrial complex. Specific proposals are put forward with regard to cooperation between Armenian enterprises and relevant holdings of Rostec Corporation.

In the article the author reviews the issues related to the electoral system of the Nagorno-Karabakh Republic. It is noted that in democratic countries the elections must be considered a cornerstone institution. According to the author the adoption of the NKR Constitution, Laws on the Referendum, Local Referendum and the Electoral Code of NKR played the most important role in formation and development of the electoral system in the Nagorno-Karabakh Republic.

The article reviews several problems that arise concerning the criminalization of the denial of Armenian Genocide. In particular, the decision of constitutional bodies of France and Spain are analyzed, along with other arguments that are usually brought against criminalization of the denial of Armenian Genocide, especially concerning the differences between denial of Holocaust and denial of Armenian Genocide.

COMPREHENSIVE STUDY OF THE MILITARY CADETS VOCATIONAL APTITUDE

A comprehensive multifaceted psycho-physiological and psychological study of individual biological characteristics of the military cadets for vocational aptitude using polygraph was developed, which adaptive to the specifics of military aviation in the «military pilot – aircraft – environment» system. Using polygraph with a comprehensive psychological questionnaire allows evaluating the accuracy of the information on the adequacy of the non-specific physiological responses and verbal answers in the study and solution of problems of the human factor in military aviation and prevention of dangerous flight psychophysiological factors. Psychocorrection of functional disorders of the nervous system with the use of polygraph facilitates post-stress rehabilitation and maintenance of positive flight motivation of military cadets in the system of psychological support to flight security.

ECOLOGIZATION OF THE TAX SYSTEM OF ARMENIA: THE PURPOSE AND ISSUES

The article substantiates the purpose of tax system ecologization in Republic of Armenia, introduces a brief overview of the theory and practice of environmetal or green taxes in European countries. The author offers the concept and the complete system of environmental taxes on basis of the «double dividend» concept and offers mechanisms of its implementation, taking into account the existing environmental charges in Republic of Armenia. Implementation of those is considered based on gradualism and prevention, and using the framework of «environmental tax treaty». The article discusses the features of environmental taxes in order to avoid shifting the tax burden from taxpayers to consumers. Tax framework on energy, emissions, waste and other green taxes are proposed and green taxes’ influence on the competitiveness of domestic producers is discussed. The main and supplementing arguments and factors that support ecologization of the tax system of RA are presented. In particular, the author points out the possibilities of carrying out the necessary changes in the tax structure, increasing of the flexibility tax system, and maintaining the balance between all taxes. At the same time the author notes the neutrality of environmental taxes, the environmental taxes synergy effect on the competitiveness and economy’s resistivity against crises, solution of ecological problems in a radically new level, and also posing the problem of reducing the external public debt by the algoritm of «debt-for-nature swap».
