Informational and communication technologies in Armenia

On the 18th of March in Noravank Foundation took place a seminar upon the subject “informational and communicative technologies in Armenia; political and economic aspects of the problem”. The main speech was given by a candidate of physical and mathematical science Hrach Bayadyan.

Briefly representing the characteristic peculiarities of today’s situation, he marked out the fallowing points.

  • We have every reason to call the last years crucial. Since 2001 in the sphere of informational-communicative technologies (ICT) has been a gradual re-orientation from Commonwealth of Independent States (CIS) to European collaboration. From the economic point of view it must be pointed out the importance of the government’s decision on declaring IT-industry priority extractive of economy, and the initiatives undertaken after it.
  • There is an evident tendency of strengthening the role and influence of international and foreign organizations in any kind of programs and initiatives connected with ICT (“UN development program, International bank, "Project of Harmony”, etc.”).
  • No public discussions are led on the subject of ICT, which doesn’t promote its farther development. The national program to use and develop ICT isn’t worked out yet.

Speaking about political and economic aspects of the problem the speaker noticed that the governmental decision on informational-communication technologies directly or indirectly is connected with politics. Thus the tendency of Armenia to get closer to Europe must be considered to be a positive one, which can promote the realization of serious programs.
