“Iran’s nuclear problem is not of a legal or technical character but it is of exceptional political character”

Iran’s deputy ambassador Ali Akbar Jowkar appeared with such an announcement at the discussion held in “Noravank” foundation on April 3.
The deputy ambassador pointed out that Iran made an official announcement, that thanks to its scientists Iran gained a chance to get nuclear energy. According to him Iran has that right, since the country is the member of NPT (non-proliferation treaty) and assumes its obligations. Many other countries which are not NPT members and don’t have any obligations carry out a nuclear problem. In particular, Israel has more then 200 warheads, but, as the speaker pointed out, it is not the matter of any concern.
The US and a number of western countries think that having big resources of oil and gas, Iran doesn’t need nuclear energy. Meanwhile, by the agreement reached before Iranian revolution with the western countries a powerful atomic station must have been built in Iran. “How it is possible that 30 years ago Iran, with its 35 million population, needed nuclear energy, but today, in the wake of production developing and more then 70 million population, it doesn’t”, inquired the deputy ambassador.
According to him, the west casts doubts on Iran’s intensions, as the latter one didn’t report about its intentions. There is fear that in case of the nuclear program resumption Iran will make a nuclear weapon in the future. Jowkar pointed out that during the last 27 years there hasn’t been any country targeted for Iran’s attacks, but Iran itself was a target of many aggressions.
Iran is in the center of a region where different crisis struck to several countries and but for Iran this crisis would have spread all over the region and the world. Accordingly strong Iran is useful both for the international community and the region and vice versa: Iran’s weakening is full of unpredicted consequences.
The deputy ambassador also voiced an opinion that “Taliban” and “Al-Kaida” were set up by the west; meantime Iran was blamed in terrorism today. He stressed up that Iran, which was subjected to expansion by the side of “Taliban”, had rendered assistance to Afghanistan most of all and had furthered the process of democratization in Iraq, but its attempts to help the peoples of those countries were presented as terroristic acts.
According to Ali Akbar Jowkar, the key issue of Iran’s nuclear program is the west’s unwillingness to allow any developing country to have any chance of getting nuclear energy by its own means. He pointed out that the problem, which today Iran has, may in the future become threat both for Armenia and the other developing countries which attach big importance to hi-techs developments.
The deputy ambassador announced that Iran fully meets its international obligations carrying out nuclear program under IAEA control and it is very decisive in its right to resume these activities.
According to “Noravank” Foundation’s deputy director Sevak Sarukhanyan, the situation on Iran’s nuclear program is an attempt to divert attention from Non-Proliferation Treaty crises. History shows that all the states, which desired to make nuclear weapon, did it. Among those states are Israel, Pakistan and India. None of them could do it without outside material - technical, financial and political support. There is no legal grounding to make the situation on Iranian nuclear program tense, as nuclear researches on nuclear fuel production as well as uranium enrichment is Iran’s integral right.
According to an expert Igor Muradyan, the aim to make political crisis in Iran peruses to keep military forces in Iraq. At present there is a chance to make a situation which would legalize the military presence in Iraq. This may come true by means of establishing military basis directed against Iran. Even if the blows are struck, they will be delivered to political centers and military objectives aiming at changing the state’s power.
“Noravank” Foundation’s director Gagik Harutyunyan also pointed out that it is not the matter of threat, which may cause the nuclear weapon made by Iran. Iran is among the few countries having high degree of sovereignty, and up to date world order has negative inclinations towards sovereignty as such. The ideology in Iran differs from the other ideologies in the world. It is expressed not only in religious differences. Having peculiar political, ideological and national approaches, Iran differs from the whole Islamic world. Iran also has large reserves of gas and oil. These are the factors attracting overall attention to Iran. These factors make Iran’s status undesirable for the external world. According to Gagik Harutyunyan the problem is deeper then just making a nuclear weapon: the possibility to make Russian-China-Iran triangle may be an essential step to make a multipolar world. It is already long time since this war around Iran is being fought, whether strikes will be blown to the country or not is just a matter of tactics.
