It can be stated that today intensive interaction between real and information-virtual worlds is taking place. The border between them becomes conventional and such a concept as “virtual” loses its original tenor. This is particularly boosted by the rapid development of social networks and blogosphere and this process contains both great possibilities and serious risks among which the following should be mentioned:

• Social networks and blogosphere can at least hamper the processes of dedemocratization which are so characteristic of post-democratic societies. In some cases, in the context of the tendencies to the domination of the supranational capital on state and global levels. Thus, in case of certain scenarios of development, internet structures can become a global democratic institution.
• Social networks and blogosphere are tools for the information and networkcentric wars, i.e. under some circumstances those structures are a kind of a weapon of mass distraction, possession of which increases temptation of carrying out policy of expansion. In this context it is obvious that internet structures and their activities should be studied and evaluated in terms of information security, using the methods of defining and protection of critical infrastructures of technical and content segments.

The supposition that both the objective and social realities can be described within the framework of complex thinking and science of complexity and on the basis of the paradigm of complex systems brings to pluralism as a philosophical stand and epistemology which is based on complexity and which excludes the possibility of existence of the universal theory and method of knowledge. The offered interpretation of the complex thinking and the science of complexity supports the approach which urges the review of the structures, values and etc. which are accepted without any question, when even the notion of “complexity” should be questioned and to be taken for granted.

In the article attempt of critical overcoming the negativistic theories of ideology is made. The conceptual approach allows considering ideology as an organic part of a symbolical order of the society. The substantiation of the given approach is carried out through the analysis of ontological argument, concept of “ideological unconsciousness”, “sociology of knowledge”, the communication theory, connotative semantics of speech acts and hermeneutic theory of interpretation.

Integration and globalization processes and the fall of formal trade and investment barriers have created the phenomenon of regulatory competition between different states. At the global level the regulatory competition possibly results in the “race to the bottom” with the aim of investor attraction and in the need of coordination of the actions taken by different states while drafting new regulatory standards. Taking into account the so-called “Delaware effect” to attract investors Armenia should not engage in the mere practice of the “race to the bottom”. Indeed qualitative transformation and institutional reforms are needed.

The institution of the assistance of citizens to law-enforcement agencies and special services in the Republic of Armenia has comparatively short history, but despite this, the main issues concerning functioning of this institution are legislatively regulated.
Generally, the efficiency of functioning of the institution of the assistance of citizens to law-enforcement agencies and special services, first of all, depends on the degree of belief in it on behalf of the society. The top priority task for the aforementioned bodies must be an active cooperation for rootage and development of the state mode of thinking among different strata of society.
Under new social and political conditions the institution of the assistance of citizens to law-enforcement agencies and special services acquires new forms of manifestations which are in accord with the current legislation and tune with character of the tasks implemented by the aforementioned bodies under modern conditions.

It is known that the Ottoman Empire was multi-national, multi-ethnic and multireligious state, but as a result of different circumstances (the Genocide of the Armenians, ethnic cleansings, the interchange of the population and etc.) Turkish Republic inherited the country mostly populated by the Muslims and the number of people of other religions was incomparably small.
Policy of the Republican Turkey in regard to the national minorities, including Armenians, was mostly discriminatory. In a consequence of that policy many Armenians left Turkey, and today there are only 50-60 thousand Christian Armenians in Turkey.
Armenians, being one of the native nations on that territory, has created many cultural monuments and most of them are in poor condition in the Republic of Turkey (mainly in its Eastern parts). The term of “cultural genocide” which is used rather actively today can be related to the Armenian cultural heritage which is situated on the territory of Turkey.

What has attracted Armenians in Petersburg for 300 years and what have they given to the city and the empire? And what has the empire and the city given to Armenia? How many Armenians enriched the history of the Northern capital, bringing fame to Petersburg? Meanwhile, the Armenian Diaspora has not been numerous for all those centuries. At the end of the 19th century there were a little more than 2 thousand Armenians, and in 1985 there were about 7 thousand. The community has considerably enlarged only in the recent, post-Soviet period. The Armenian Diaspora in Petersburg and then in Leningrad worked wholeheartedly in all the spheres of activity of the city and the country; military-industrial establishment and oriental studies, medicine and space, and, of course, culture.

The main veiled goal of NATO in the region of the South Caucasus is the final displacement of Russia, or, at least, abatement of its influence. In this aspect the role of Georgia, which is a kind of locomotive of the NATO’s interests in the South Caucasus, is remarkable. But, estimating the current realities in the complicated international situation, one can come to a conclusion that NATO and the US are not ready to open confrontation with Russia because of Georgia. There are too many other, more important in strategic plane global problems where interests of NATO, US and Russia demand serious cooperation. And in this aspect, it has to be stated, that in the short-term perspective Georgia’s membership to NATO is not foreseen.
