 ABOUT THE CIVILIZATIONAL AND IDEOLOGICAL FACTORS IN THE EURASIAN INTEGRATION PROCESS

Eurasian integration has rich history, and it is worth mentioning that in the second half of the 20th century a huge space from Berlin to Beijing used to conform to the logic of such integration, which in its turn was an extension of the civilizational and geopolitical traditions of the Russian Empire. Presently, in order to ensure the effectiveness of the integration processes within the framework of EAEU and CSTO, it is necessary not only to use the historical experience, but also apply new political and humanitarian technologies that are adequate for the current hybrid realities. In this context it is crucial to utilize the ideological resource, interpreting it in line with the definition by V. Yanko as: “a complex of instructions to ensure the most effective mode of functioning and interconnection of occurring processes”. A comparative analysis demonstrates that the societies which had been able to optimally combine liberal, socialist and national-conservative ideologies to form an “ideological triad” are most successful in their development. The article suggests using this concept for optimization of the Eurasian integration. It is also contended that issues related to the national-conservative ideology closely echo civilizational notions that play an important role in the integration processes, in particular, in alliance forging between countries. At the same time, the effectiveness of work in both ideological and civilizational dimensions depends in many ways on the science and technology development, which is a critical infrastructure in the process of the Eurasian integration.

ON CERTAIN PROBLEMS OF VALUE ORIENTATIONS OF THE EDUCATIONAL SYSTEMS IN EAEU AND CIS COUNTRIES

The post-Soviet societies, scientific/educational systems and relevant structures face the issue of selecting value orientations that are interconnected with revaluation of modern processes related to the national and religious traditions, classical cultural legacy, literature and art, reconceptualization of the Soviet historical and cultural phenomena and “socialist vs. capitalist” values, overcoming ideological stereotypes, unfolding cross-religious and cross-cultural dialogs, “adaptation and absorption” of specific theoretical tenets, developing certain individual algorithms for education and upbringing.

NATIONAL LEGISLATIONS OF THE EAEU COUNTRIES IN REGULATION OF THE FOREIGN TRADE

The EAEU as an economic international organization is open for all countries that agree with the obligations stemming from the Treaty on the Eurasian Economic Union. There is no doubt that the further development of integration processes in EAEU will lead to the changes in the legal status and structure of organization of the EAEU, as well as the numerous issues in the legal regulation of the EAEU supreme governing body will be eliminated. The results of the integration and disintegration processes in the post-Soviet space depend on a multitude of factors and modernization of market reforms.

ADMINISTRATIVE AND TERRITORIAL GEOPOLITICS OF THE RUSSIAN EMPIRE IN TRANSCAUCASIA

The incorporation of Transcaucasia into the Russian Empire was one of the most important transformations in global geopolitics. Taking into consideration geostrategic importance of the region and unceasing struggle between regional and global powers for the control over the region, Russia carried out comprehensive policy to neutralize external and internal threats and challenges. Within this context the empire carried out a relevant administrative and territorial policy, which evolved from nationalhistorical form into the territorial-geographical one.

ON THE UNITY OF COMMAND IN THE SOVIET ARMY AND COLLECTIVE LEADERSHIP IN THE CHINESE ARMY

The Soviet and Chinese Armies are state apparatus managed by the proletariat parties. In a certain period the system of the command in the Soviet Army varied between the unity of command institute and a system of delegation of power and responsibility of the commander under the party leadership, but eventually the system of the unity of command was chosen and applied. Since China used to adopt many aspects of experience from the USSR at the initial stages of state-building, the Chinese Army also adopted the unity command institute in a certain period. However, considering the sociopolitical situation in China, the Central Committee of the Communist Party of China decided to abandon the unity of command in favor of the delegation of power and responsibility of the commander under the party leadership.

DIASPORA AS A RESERVE FOR THE MODERNIZATION OF THE PRC AND ARMENIA

The article is devoted to the two largest and oldest diasporas of the world - the Armenian and Chinese diasporas. Over the years, ethnic diasporas continue to play an important role in the buildup and development of the historic homeland. However, how do some states manage to use the diaspora’s potential to modernize the country, while others fail in that? In order to find the answer to this question, the author has tried to conduct aphoristic comparative analysis of the Armenian and Chinese diasporas.

AZERBAIJAN’S POLICIES CONCERNING INTERACTION BETWEEN THE STATE AND DIASPORA: SCIENCE, EDUCATION AND INFORMATION AREAS

Out of strategic need Azerbaijan has been boosting the ties with its diaspora in the recent years, considering it as an alternative resource for the development of their own country and an important “partner” in foreign policy, trying to improve the international reputation of Azerbaijan. In its diaspora policies Azerbaijan attempts to expand and develop the ties with diaspora along with other directions (e.g. Turkey-Azerbaijan cooperation, etc.), including the science component, in pursuit of farreaching goals. Establishment of its own media in foreign communities, and enriching the information resources in the internet play an important role in the state policy of Azerbaijan. The article covers the peculiarities of this policy, objectives of the area and its strategic goals, mechanisms of influence and other issues.

THE ARMENIAN “VELVET” AS A PREMISE FOR REVISITING THE ARMENIA-DIASPORA RELATIONS

The article attempts to conceptualize the current state of relations between Armenia and Diaspora communities dispersed around the world. The problems in these relations and their causes are analyzed. The premises for fundamental changes in the agenda and more importantly, the philosophy of these relations are analyzed in the light of the government change as a result of the “Velvet Revolution”.

NEW OUTLOOK ON THE PROBLEM OF DOMESTIC POLITICAL PROTESTS: A COMPARATIVE ANALYSIS (the concept of non-linear development of political violence)

The reshaping of socio-psychological relations in the whole world made the negotiations between the government and opposition a logical and urgent world practice. The development of opposition movements in many countries, particularly the post-Soviet ones, cannot be viewed out of context of the socio-political, economic, moral, psychological, demographic, ethnic and other transforming processes that broke out in the aftermath of the Soviet Union’s collapse. These processes led to various anomalies and non-linear development of various opposition standoffs that were both ethnic and socioeconomic in nature. There was no way Armenia could avoid this and escape all the societal and political transformation impacts that produced a storm of changes around the world in all areas of the human community.

Keywords: civil society, power, democracy, direct democracy, elections, referendum, constitutional reforms, electoral legislation. The article considers the referendum institute as one of the most popular forms of direct democracy in modern democratic states. Considering elections as a form of direct democracy in the RA, and outlining some European standards in the field of democratic elections, the conclusion is drawn that there are some negative aspects in the Armenian reality in relation to ensuring the international standards for the stability of the electoral legislation, including issues related to the institution of referendum.
