The second issue of the «21-й ВЕК» (“21st Century”) journal for 2017 has been published. CRITICAL INFRASTRUCTURES AND IDEOLOGY

The article corroborates the concept that public safety is significantly determined by the prevalent ideological system, which should be considered as a critical area, while its components as critical infrastructures. A brief comparative analysis of various countries’ experience shows that the military-political and economic competitiveness is achieved by the countries that are able to form an “ideological triad” through combination of liberal, socialist and national-conservative ideologies.

THE VICTORY OVER COLLECTIVE CONSCIOUSNESS AND THOUGHT (how the objective toolkit works on subjective base)

It appears the recent campaigns implemented with the use of Big Data prove that subjective knowledge may bring about objective results, when they become a basis for influence. It turns out an appeal to mass subjects with the use of subjective toolkits may lead to objective results. Collective consciousness represents sort of a “thin” space, where properties of each element are different and that is why it is hard to understand the behavior of the whole. Then the specialists implement a “densifying” process themselves, thus creating the needed type of object. As seen, in modern days subjective factors are no longer an obstacle for influence on collective consciousness. In fact, it is the other way around: those who control subjectivity are able to achieve the best objective results.

THREE ROMES

The idea of three Romes as religious and political concept is well known. In scientific and near-scientific circles there is a solid understanding of Rome as a civilization of antiquity that had laid foundations of the modern European civilization. However, there is a clear line between Rome as reality and Rome as legacy. Given that the Christian nations of Europe, Middle East and Americas are successors of Rome with its 2000-years history to one or another extent, it is obvious that for much of the humankind the problems of future imply struggle for the historical image of Rome.

POLITICAL AND DIPLOMATIC NEGOTIATIONS

The article discusses the role of negotiations in the activities of politicians and diplomats both in internal policy and in foreign affairs. The goal of negotiations, as a rule, is the resolution of conflicts and disagreements, or their mitigation and minimization of the resulting damages. The negotiation process is considered as exchange of the information, proposition of arguments and counterarguments aimed at convincing the partner in fairness of one’s position.
The first five phases of negotiating process are presented concisely, but quite comprehensively. These are selected by some American specialists. The article also considers the strategy of running negotiations used by the negotiators, their personal peculiarities, as well as some other issues. The author hopes that the article could be useful as a starting point in the preparation of negotiators, including those in foreign policy and diplomacy.

CONCEPTUAL AND EMPIRICAL ASPECTS OF COORDINATION AND CONVERGENCE OF THE RUSSIAN AND ARMENIAN FOREIGN POLICY STRATEGIES

Both the from theoretical and applied perspectives, coordination of foreign policy strategies is an important component of international cooperation, as well as the long -term national interests advancement in the context of strengthening mutual ties and interdependence of international relations. In the post-Soviet area, Russia continues to play a key coordinating role in “harmonization” of foreign policies of CSTO countries in various international structures and institutes. At the same time, Russia’s position is often a determining factor, relative to which the foreign policy worldviews of CIS countries are shaped. In this context, the growing conflux of foreign policy interests and policies in a number of post-Soviet countries may result in increased institutional convergence of their strategies, encompassing not only foreign policy, but also defense and security policies.

PECULIARITIES OF FORMATION AND IMPLEMENTATION OF THE NATIONAL ENERGY POLICY OF THE NAGORNO-KARABAKH REPUBLIC

The model of the national energy policy of the Nagorno-Karabakh Republic is analyzed. A brief analysis of the preconditions for the formation of the energy security of the NKR is given; the necessity of the republic's shift to complete self-sufficiency in electric power is justified. The main advantages of the NKR power system are identified; the most promising areas of the industry development are outlined. It is found out that the energy complex plays a key role in strengthening the sovereignty of the NKR, as well as in the institutional build-up and international positioning of the republic. The export potential of the NKR is determined, as well as the main ways of its implementation.

PROSPECTS FOR DEVELOPMENT OF ECONOMIC RELATIONS BETWEEN ARMENIA AND KAZAKHSTAN

The article presents the factors affecting trade turnover between Armenia and Kazakhstan. The patterns and structure of exports and imports between these EAEU countries is analyzed. Armenia and Kazakhstan can significantly strengthen economic relations within the Union. It is advisable to coordinate monetary and industrial policies, and the stances on the Silk Road Economic Belt.

ACHIEVEMENTS, PROBLEMS, POTENTIAL AND FUTURE OF ARMENIA’S IT SECTOR

The article describes and analyzes the problems, achievements, successes, and development prospects of the information technologies sector as the catalyst of the Armenian economy. The potential created in Soviet era, the existing brain/human resource and government support are proposed as a foundations for future success. The main achievements of the sector in 2016, plans and initiatives of the sector’s social investors, business people and government are presented in relation to creating new mechanisms and tools for the expansion of the sector and Armenia-Diaspora cooperation in this. Problems of the sector are identified, and an attempt is made to find their solutions based on a situation analysis.

MULTICULTURAL EDUCATION IN ARMENIA: NEW STRATEGY FOR EDUCATION DEVELOPMENT

The article is focused on the problem of multicultural education as a strategic objective for the development of the education system in the Republic of Armenia. As a result of a theoretical analysis and an empirical study, the essence and relevance of multicultural education for a mono-ethnic country are substantiated. The main components and pedagogical conditions for the organization of multicultural education are singled out, and positive motives and needs are presented which are conducive to the multicultural dialogue, along with psychological barriers and tenets that hinder the free and conflict-free international dialogue in the multicultural educational environment.

ON THE 100TH ANNIVERSARY OF THE OCTOBER REVOLUTION LENIN JUNIOR COMES TO POWER IN ECUADOR

Coming to power of a radical left politician Lenin Moreno, former economy minister and vice-president under President Rafael Correa, is a principally new phenomenon in Ecuador’s history. First time ever the president is a man unrelated to partisan system, having no party of his own, no representation in the parliament, but enjoying the support of a multitude of social movements and associations that are anti-liberal in nature. Moreno’s plan for the country’s revitalization signified a turn from neoliberal model to socially oriented policies and restructuration of the state system. The article analyzes characteristics of Rafael Correa’s political program and prospects of its implementation.
