THE SCIENTIFIC AND TECHNOLOGICAL LANDSCAPE OF MULTIPOLAR WORLD ORDER

The article analyzes funding of research and development (R&D) in 2012-2016 for a number of countries and country groups. Based on certain concepts of mathematical group theory, the article proposes a method of presenting individual countries in the overall “scientific and technological landscape”. Some of the current typical trends in patterns of R&D costs are described for leading countries, country groups and three South Caucasus nations in the context of multipolar world system and ongoing geopolitical processes.

The concepts of national human and intellectual capital are discussed, as crucial means to ensure the well-being of the society. Problems of brain-drain in Armenia, preservation and reproduction of the national intellectual capital are reviewed.
SYSTEM OF VALUES AS A FACTOR STIMULATING NATURAL POPULATION GROWTH

Based on a survey data and a mathematical model built on these data, it is demonstrated that in the long-term the main factor than hinders natural population growth is the replacement of traditional cultural and value system with the liberal one, which places less emphasis on procreation. In Armenian society within the context of evolution of liberal cultural and value system the socioeconomic development will not boost the natural population growth, but will slow it down.
FUNCTIONS OF THE HIGHER EDUCATION IN PROTECTING THE SECURITY OF THE CRITICAL INFRASTRUCTURES

The article focuses on the protection of critical infrastructures, which are defined as a combination of physical objects and tangible facilities, systems, networks, technologies and services essential for the maintenance of vital societal functions, such as health, safety, security, economic well-being of people, and the effective functioning of government. Critical infrastructures are the systems and facilities, the incapacity or destruction of which could have a debilitating impact on national security and its major forms, such as energy, economic, educational, and demographic security.
The article provides the fundamental description and definition, the framework and components of critical infrastructure. It also reviews the critical infrastructure protection issues and presents systematic and efficient models of critical infrastructure protection. The article highlights the significance and functions of higher education system in protecting the security of the national critical infrastructures.
SECURITY CHALLENGES OF ARMENIAN DIASPORA

Armenian Diaspora communities mainly face five challenges: loss of identity components, mixed marriages, threats to survival, emigration from communities and problems of organizing the intellectual potential. In various regions these problems are at different levels of severity. Generally, Armenian communities of the Near/Middle East face high level of threat to their survival. In ex-Soviet countries, North and South America and Europe, Armenian communities are mildly endangered. Unfortunately, there are no Diaspora communities that face only minor risks.
ASSESSMENT OF THE RUSSIAN MILITARY CAPABILITIES: SOME APPROACHES OF SCANDINAVIAN RESEARCH CENTERS

Russian military capabilities have traditionally been in the focus of the Western governmental and non-governmental research communities’ interests and within the scope of their professional competence. The article concentrates mainly on the three Scandinavian (Denmark, Sweden, and Norway) governmental reports on the intelligence and military risks assessments that fully of partly concern the Russia’s capacities in security and defense policies developed over the recent periods, evaluation of offensive and defensive capabilities, as well as some forecasts and development trends projections. The major emphasis is placed upon the level of Russia’s operational capacities and planning horizon: armaments acquisition pace, industrial capacities, capabilities to achieve military objectives, and the issues concerning defense and security policy coordination.
