THE TRILATERAL COOPERATION BETWEEN TURKEY, GEORGIA AND AZERBAIJAN

After the collapse of the Soviet Union the territorial conflicts in the South Caucasus were triggered, which not only damaged the security environment in the region, but also determined the future course of relations between the countries of the region. Regional countries also have differing views in selection of foreign partners.
Turkey, which seems to have been waiting for this opportunity for almost seventy years, started efforts to strengthen his positions in the region. The first steps were done towards the development of economic relations, which later would provide solid bases for political and military cooperation. A number energy and transport projects of were developed the 1990s that were implemented in early 21st century. Currently the cooperation between these three countries continues.
Under this circumstances, the imperative of ensuring Armenia's security raises some questions: do these programs threaten Armenia’s development, are they are sharply directed against Armenia and what practical steps are being taken to neutralize them or to develop programs to counter their negative effects?
THE ISSUE OF SECURITY OF ENERGY INFRASTRUCTURES IN THE CONTEXT OF TRILATERAL COOPERATION BETWEEN TURKEY, GEORGIA AND AZERBAIJAN

The article analyzes Turkish, Georgian and Azerbaijani joint efforts aimed at ensuring the security of the Baku-Tbilisi-Ceyhan oil pipeline and Baku-Tbilisi-Erzurum gas pipeline, as well as the legal/contractual bases that underlie the trilateral cooperation on pipeline security issues. The research defines the main challenges for the Turkey-Georgia-Azerbaijan trilateral cooperation emanating from pipeline security threats. The article also presents the position of other states and international organizations concerning the pipeline security issue and joint steps of Turkey, Georgia and Azerbaijan in this regard.
THE PLOY OF ARMENIAN-TURKISH “HISTORIC DIALOG”: WHAT OBJECTIVE ANKARA PURSUES?

After Denmark condemned the Armenian Genocide, Turkey once again officially proposed establishing of an Armenian-Turkish commission for studying the historical events of 1915. For more than a decade Turkey has made numerous such offers. To what extend are these initiatives sincere? The article substantiates that the preferred option of the Turkish authorities has always been and still remains the historical amnesia and taboo of the Armenian issue inside the country, not an open discussion of it. In the light of many examples mentioned in the article, claims of readiness to openly discuss the history appear to be a diplomatic ploy by Turkey. According to the analysis, Turkey, if desired, could have organized such work long time ago in a much more simplified version: inside its own country. In Turkey itself, there is a substantial number of historians and intellectuals who advocate the recognition of the Armenian Genocide of 1915 by Ankara and the normalization of relations with Yerevan. Turkish authorities never tried to form a commission with them and also avoided such opportunities with any reputable international scholars.

It is demonstrated that as with any goods or services, any disaster and catastrophe, the war has its price. And determination of this price is not an economic calculation done according to classical definitions.

INSTITUTIONAL TRANSFORMATIONS IN POST-MODERN ERA

Institutional transformations occur due to the need of establishing ideological dominance. The current Postmodern era denies the human-centered ideology of Modernity and hence needs to establish a new ideological dominance. The fact that in Postmodern paradigm there is no room for ideas of time and space, is explained by primary denial of culture and hence, existence of nations. This also explains that postmodern society’s fallacy is not the reproduction and development institutions, but institutional changes and transformations. When due to postmodern nihilism and globalization processes the nation states disintegrate at societal level (national level) and reproduction of cultural identities is hindered, the issue of preserving human identity emerges at the society’s meta-level (the panhuman level).
OPTIMIZATION OF AUXILIARY MANAGERIAL SERVICES AND OF THEIR PROCUREMENT FROM THE PRIVATE SECTOR

Studies show that state apparatus in the Republic of Armenia at the moment can be described as “expensive”. It is sufficient to note that the structural component of the “Bodies of state administration” in GDP in 2014 compared to 2000 increased by 581.5% (its value in 2014 amounted to 415.8 billion drams as compared to 71.5 billion drams in 2000), and in total GDP in 2014 it amounted to 9.5% compared to 7.5% in 2000. At the same time, over the same time period, a progressive increase in the structural component of the “Bodies of state administration” in comparison with the GDP growth amounted to 176.8%, while compared with the section “Non-financial organizations (corporations)” it increased on 167.7%.
In the opinion of authors it is essential to reform the structural component “Bodies of state administration” as a result of which the costs should be optimized for performing administrative functions and, in particular, the provision of auxiliary managerial services. The authors identified the possibilities of consolidation of such services, and their centralization in the hands of a single body, as well as procurement of services from private entities (companies). Creating a competitive environment in the industry will lead to reduction in the costs of auxiliary management services and improvement of their quality.
THE ACTIVITIES OF THE ARMENIAN PRELATE OF AZERBAIJAN ARCHBISHOP NERSES MELIK TANGIAN IN 1914-1918

During the World War I and in the aftermath of The Armenian Genocide, thousands of the Armenian refugees from Western Armenia took shelter in the neighboring country Iran, in Azerbaijan province.
In this paper the stress is put on the great efforts done by the Armenian prelate of Azerbaijan province, Archbishop Nerses Melik Tangian, who managed to turn the created horrible circumstances into a safe and secure conditions for the Armenian refugees.
