The first issue of the «21-րդ ԴԱՐ» journal for 2017 has been published by Noravank Foundation. THE IMPORTANCE OF DEVELOPMENT OF STRATEGIC THINKING IN THE STATE GOVERNANCE SYSTEM

The article addresses the importance of development and institutionalization of strategic thinking in the state governance system of the Republic of Armenia, in the context of improving the level of effectiveness in dealing with defense and security issues.
The strategy development process is discussed and analyzed, the role and sequence of separate elements of that process is presented in specifying strategic ends, ways and means to protect national interests.
In the framework of preparing and educating qualified strategists to serve in the state-military area, importance is attributed to the provision of interagency level militarypolitical education at the National Defense Research University of the Armenian MoD, which will contribute to the formulation of a joint perception of defense and security issues and challenges, and to the better coordination and purposefulness of the activity of the state-military system.

REGARDING THE ISSUE OF PUBLIC CONTROL OVER THE ARMED FORCES

The article addresses issues of civil-military relations regulation and public control over the military. The experience and results of Western and other countries in exerting public control over defense agencies is presented.
The study contributes to regulation of civil-military relations in Republic of Armenia Armed Forces, defining civil, legal and conceptual foundations of public control over the armed forces, and their integration in the society.

HOVHANNES BAGHRAMYAN DURING THE WORLD WAR

Marshal Hovhannes Baghramyan participated in World War I, has been Andranik’s soldier and fought in Sardarapat battle – these are well-known facts. However, it is not widely known what happened between these events. It is important to remember Hovhannes Baghramyan’s activities during the WWI, because it demonstrates his national image. It is true that serving the Soviet Union as a Colonel, then General and subsequently Marshal, Baghramyan’s military activities during the World War II also served our nation, but his voluntary enlisting and fight against Ottoman Empire in fateful years for Armenians, 1914-1918, demonstrate that Hovhannes Baghramyan was an Armenian first of all and a devout patriot of his nation.

TURKEY-AZERBAIJAN “CENTENNIAL AGREEMENT” AS A GEOPOLITICAL FACTOR

At the end of the 20th century the geopolitical struggle around South Caucasus and Central Asia, and particularly Azerbaijan, was centered on the rights for control over energy reserves and energy transit. The “centennial agreement” on oil reserves, other than an energy and economic deal, was also a critical geopolitical and geo-economic project. In essence, it is the main factor directing foreign and domestic policies in Azerbaijan-Turkey relations, which predetermines the place and role of these countries in the plans of the West.

PAN - TURKISM AS A GEOPOLITICAL CHALLENGE TO EURASIAN NATIONS

The article presents a brief analysis of the Pan-Turkism's historical path as the geopolitical evil, which still exists today and could pose a significant a danger. Renowned scholar A. Zinoviev's views related to geopolitical plans of the West are presented, which serve a starting point for the author of the article to suggest a hypothesis that the main threat of destruction and territorial disintegration of the Russian Federation, the Islamic Republic of Iran and the People's Republic of China could stem from Turkey and the rest of the Pan-Turkic world. The author concludes that there is an evident necessity to create Moscow – Beijing – Tehran - Yerevan axis, which will paralyze Pan-Turkic elements and their allies.

TYPOLOGY ISSUES OF THINK TANKS IN THE DISCOURSE OF POLITICAL SCIENCES

The Article discusses and outlines observations and approaches with regard to operational and institutional typology of think tanks. As a result of the implemented study, the main obstacles to developing a comprehensive model with consideration of all features were uncovered. It is argued that unlike the operational approach, a typology of think tanks on the basis of institutional indicators is more comprehensive.

EMPLOYMENT POLICY REFORMS

The article briefly discusses the history of the employment concept, emphasizes the urgency and contemporaneity of particularly the rational employment policy reforms, importance of directing qualified and young workforce towards Armenia’s development areas and the imperative to make RoA Migration Service programs in line with the requirements of modern economy. The necessity to create new jobs in all areas, maintain the existing ones and generally the priority of government regulation of the job market are emphasized.

A STUDY OF ARMENIAN-RUSSIAN AND ARMENIAN- BELARUSIAN SCIENTIFIC CONTESTS IN THE FRAMEWORK OF JOINT GOVERNMENT GRANTS

The article analyzes Armenian-Russian and Armenian-Belarusian bilateral grant projects organized jointly by the State Committee of Sciences of the Ministry of Education and Science of the Republic of Armenia, the Russian National Foundation for Humanities and the Russian Foundation for Basic Research under the Government of the Russian Federation, and the Belarusian Republican Foundation for Fundamental Research. Six bilateral grant projects are studied (four with the Russian funds and two with the Belarusian Fund) based on their applications and databases of WOS, RINC and AINC. Scientometric indicators, ages, as well as scientific degrees of the participants were analyzed and compared among the winning and non-winning groups. The influence of the bilateral grants on the overall Armenian-Russian and Armenian-Belarusian scientific cooperation was also highlighted. In conclusion, in the Armenian-Russian joint projects bibliometric indicators of the non-winning groups in some cases prevail over the winners’ group, while in the Armenian-Belarusian joint projects bibliometric indicators always correlate with the results of the peer review.

FINANCIAL AND LEGAL REGULATION PECULIARITIES IN THE AREA OF GOVERNMENT PROCUREMENT IN THE REPUBLIC OF ARMENIA

The objective of the contractual system in the government procurement is to regulate the relations that emerge in the public procurement process, in order to satisfy the needs of the state and local self-government institutions. The article addresses continuous development of this system, which is an imperative of the time, as well as substantiates the necessity of creating a public control institute for increasing the effectiveness of the system. Particularly, the reforms carried out in the Russian Federation with regard to the subject matter are referred to and presented concisely.
