The third issue of the «21-й ВЕК» journal for 2016 has been published. This issue of the journal includes articles about information wars and color revolutions (G.Harutyunyan, S.Grinyaev, H.Arzumanyan, G.Terterov), and ideological discourse of Armeniancy in the context of the Karabakh conflict and strategic security model for the Republic of Armenia (E.Atanesyan, A. CERTAIN ASPECTS OF ARMENIAN IDEOLOGICAL DISCOURSE IN THE LIGHT OF THE APRIL 2016 EVENTS

The article reviews some trends of Armenian ideological discourse that took place after ceasefire in the zone of Karabakh conflict. Establishment of relative peace in 1994 changed the political priorities and logic of public/political life in the Armenian society, thus opening it for different worldview systems and ideological movements of modernity, first of all those liberal in nature. April 2016 events inaugurated revitalization of discourse on Karabakh in the Armenian society and showed the immense integrative potential of the idea of NKR’s security.

NAGORNO KARABAKH CONFLICT IN THE IDEOLOGICAL ASSESSMENTS IN THE AZERBAIJANI REPUBLIC

Twenty years passed after the war ended in Nagorno Karabakh. It can be stated that since then military actions were replaced by ideological “war”, in which interpretation of history has become one of the major instruments. As T. Eriksen wrote, “history is not a product of the past but a response to requirements of the present.” Interpretation of history helps resolve two issues. First, it allows people to claim their rights based on history. Second, they try to ensure their future with the support of history. It appears necessary to review the Azerbaijani version of the interpreted history of Nagorno Karabakh, because the perception and interpretation of history shapes the principles of Azerbaijan’s approaches to the modern conflict.

UDINS AND THE ALBANIAN CHURCH OF AZERBAIJAN

This article examines "recreation" the Albanian Church in Azerbaijan, the true reasons and objectives of this process, the main actors involved in its implementation, as well as the history of the issue and the historical events associated with it. The article presents specific proposals that can provide genuine solutions to the mentioned issues.

TRADE AND ECONOMIC RELATIONS BETWEEN ARMENIA AND KAZAKHSTAN IN 1992-2013

Trade and economic relations between Armenia and Kazakhstan were insignificant during the first years after these countries gained independence. However, during the 1990s a contractual and legal basis was created necessary to develop these relations. In 2000s a growth of trade and economic relations was observed. The countries developed an increased interest in each other. After opening the Embassy of Kazakhstan in Armenia and thanks to the activities of Ambassador A.E. Bozzhigitov a significant growth occurred in bilateral relations of the countries in various areas, including trade. After Armenian President S.A. Sargsyan announced on September 3, 2013 about Armenia’s wish to join the Customs Union and Eurasian Economic Union, interest in each other among the Armenian and Kazakh business circles increased substantially.

STRATEGIC SECURITY MODEL OF THE REPUBLIC OF ARMENIA

The deepening social divide and absence of growth in real welfare of the most of the country’s population are crucial causes of frustration in the society, deepening schism into hostile classes and social apathy. Our economy currently experiences a downturn. The future of our country and nation now directly depends on an opportunity of a breakthrough, which is necessary to do away with the lag, reduce the gap to the developed and dynamically developing countries. Such breakthrough essentially requires a mobilizing social project, which implies consolidation of the society around common goals of security, development and ideology of common national good. These goals can be reached through development and implementation of strategically important industrial and innovation policy based on scientific and technological achievements.

RENEWABLE ENERGY IN ARMENIA IN THE CONTEXT OF GLOBAL EXPERIENCE: ON THE PATH TO ENERGY INDEPENDENCE

The necessity of stimulating renewable energy to ensure a stable and secure functioning of the county’s power system is substantiated in the article. The major trends in the development of renewable energy in the world are reviewed. The potential of renewable energy in Armenia is uncovered. The general characteristics of the key areas of renewable energy in Armenia, such as hydropower, solar energy, wind energy, geothermal energy and bioenergy are provided. The legal framework for the development of industry is analyzed; some specific recommendations for its improvement are suggested. The Swedish model of promoting renewable energy is presented as the most systematic and efficient model. It is demonstrated that the "Science - Government - Business - Society" system should be considered as the basis of the conceptual foundation of the Swedish energy reforms. The need for development and implementation of its own model in Republic of Armenia is substantiated. The article ascertains that enhancing the public-private partnership is necessary for systemic development of renewable energy in the Republic of Armenia.

ON INTELLECTUAL SECURITY ISSUES OF GOVERNMENT POLICY

The article discusses issues of intellectual support to government policy and, in this context, the importance of interrelations between the state and experts community. Policies implemented by different countries are reviewed. One of the main topics discussed is also mechanisms of involving the experts’ community in the state governance system. Based on the analysis carried out, the opportunities and necessity of improving the efficiency of decision-making processes in state governance through involvement of knowledge bearers are illustrated.

THE FACTOR OF IRRATIONALITY IN KEY POLITICAL AND ECONOMIC AREAS OF PUBLIC LIFE

The irrational-rational balance is a critical centerpiece that determines the main trend of the public life. This balance transfuses into and is reflected in all societal institutions, especially such fundamental ones as religion, science and art. The article examines manifestations of irrational-rational balance on the example of three areas of public life: politics, finance sector – real economy system, and science of economics from the perspective of the use of economic models. A conclusion is made that modern economics acutely needs new descriptive models with two-dimensional time.
