
BESIDES RUSSIA THERE WILL BE OTHER COUNTRIES WHICH WILL RECOGNIZE THE INDEPENDENCE OF ABKHAZIA AND SOUTH OSSETIA
Legal recognitions of the independence of Karabakh by Armenia is possible any appropriate time and if it doesn’t happen it means there are probably certain reasons. This opinion was expressed by the Director of “Noravank” Foundation Gagik Harutyunyan in his interview given to ИА REGNUM. “If I’m not mistaken, the RA president said that in case Karabakh was under the threat of military conflict they would the very day conclude a corresponding treaty of alliance. I suppose that it is not a proper time for Armenia to recognize the independence of Nagorno-Karabakh,” mentioned G.Harutyunyan.
According to the expert, legal recognition of Karabakh or signing of any agreement by Armenia will not be of any contribution to the process of negotiation as “we are de facto united.” He mentioned that at the very phase recognition of Karabakh’s independence by Armenia will have a mere declarative character. “Probably it will more be a show and by no means a serious political step,” said G.Harutyunyan.
As for Armenia’s possible recognition of independence of Abkhazia and South Ossetia, the expert mentioned that special attention is to be paid to the behavior of international community and not to be “pace-makers” in this case. “Russia is the first to recognize independence of Abkhazia and South Ossetia but the geography of those joining the decision will hardly be that vast as in case of Kosovo. However, it is natural that some other countries will also recognize their independence,” he said.
The expert also accentuated that NKR has a steady position to Abkhazia and South Ossetia, it hasn’t signed any obliging documents and the latest developments have proved the accuracy of such a position. “Only think over if Karabakh had to realize certain military operations or political obligations like Abkhazia,” mentioned the expert. Touching upon the question of further cooperation of Nagorno-Karabakh with Abkhazia and South Ossetia, the expert announced that it was still early to enter into any close formal or legal relations. “When the independence of Abkhazia and South Ossetia is recognized the matter may than be thought over,” mentioned G. Harutyunyan. “Karabakh will certainly maintain relations with non-recognized Abkhazia and South Ossetia as it is also in its interests: NKR will always…within the limits of possibility show assistance. I suppose that this cooperation will continue and develop,” concluded the political scientist.
